Can I use a 12v solar panel to charge a 19v Laptop?

I saw a cheap 12v portable solar panel on amazon and Im wondering if I can charge my laptop with it, the cell puts out 12v but my laptop uses 19v, can it still be used to charge my laptop (just more slowly) or will it not work at all?

I recently saw a good deal on a 30 watt solar panel and was wondering what are some of the many things I could do with it? Could I run a TV or a computer?

What kind of solar panel is needed to fully charged a 3.5v 400mA battery?

I would like to know how many watts should the solar panel be to fully charge the battery in full sunlight with about 5,5 kWh/m2/day of solar irradiation.
