what if a tv is 170w with energy star, versus a tv that is 170w without energy star? will they both use the same amount of power? if they have the same standby watts also? or is there something else besides watts that energy star uses?

The one with energy start uses less than 1 Watt in standby, the other one more, probably 2-3 Watts.
I would not decide on a Tv based on Energy star rating!
