   use commonsense go to govt directory of departments in the city or state and find out the energy department and get your answers.If this does not work for you then go to google and get your answer 100% positively

   I think most are manufacturer’s rebates, or local utility company rebates.

   If the salesman told you there were rebates, go back & ask him for the money. Make a lot of noise. Don’ty let him lie to you.
