Usually electricity is more expensive than propane and especially natural gas. Say electricity is 11 cents per kwh. That is 3413 btu. That would make propane worth $2.95 per gallon and natural gas worth $33 per MCF or over $32 per 1,000,000 BTU of natural gas. The last time I purchased propane it was $2.49 per gallon so it would cost me about 20 percent more to heat with electricity since my electricity is a little over 11 cents per kwh. It has been at least 6 years since I have purchased any natural gas. Online I saw a residential price of $9.80 per MCF which would make electric heat about 3 times as expensive as natural gas. You should be able to look up the price of heating oil and compare the two.
All electric space heaters are 100% efficient- being energy star or not makes no difference.
Where I am, people tear out any electric heaters as soon as they buy a house and put in either oil or propane unless the heater is a heat pump.
For moderate temperatures, possibly. But for extremes like USDA growing zones, 5,4,3 and northward- no. Even it were less costly for now once the carbon taxation hits in places where it is not currently being levied- any savings would be gone and then some.

Electricity is usually universally more expensive than other fuels since other fuels are used to produce electricity. Strictly speaking electricity is a form of energy and not fuel.
If you mean electric space heaters that is very expensive. They heat by using resistance to create heat.
